GRA’s Professional Labor Relations Support and Training
For a number of years GRA has prided itself on delivering the highest quality labor relations support and training to federal agencies. We are pleased to provide the following synopses of our current and recent services to agencies. To assure the privacy of our clients, we have not identified Departments or agencies.

GRA has for several years provided direct labor relations advice and counsel to officials at a headquarters component of a major Department. We have drafted numerous advisory positions on the most complex and difficult labor relations and contract questions. Our LR support work has been highly valued by management as they developed the LR strategies.

GRA is currently serving as the Chief Negotiator for an agency’s national labor contract, which will consolidate more than 20 individual collective bargaining agreements into one Master Level Agreement. So far we have successfully bargained ground rules, prepared the agency headquarters for upcoming negotiation, and negotiations are proceeding.

GRA has been providing contract negotiation support for another client and just won a $3,000,000, five year contract, to continue that support. After the contract is negotiated, we will train supervisors, managers and employees on the contract provisions. Our work includes researching agency and employee positions, providing case law review and developing and advising on negotiation provisions.

GRA holds a contract to provide negotiation and LR support for an agency on an on-call basis, providing expert advisory services on a range of issues and policies.

GRA provided expert advisory and negotiation support services to an agency’s national office. Work included development of negotiation strategies, codifying and annotating negotiations and the agreed on contract, and subsequently training agency personnel on the contract provisions.

GRA provided the chief negotiator for a field office’s on-going contract negotiations. We provided agency positions, trained the negotiation team, conducted the negotiations and advised agency management as required.

For a headquarters component of a large bureau, GRA provides the chief negotiator for on-going contract negotiations. Our consultant advises management, develops and executes negotiation strategies and provides professional consulting services to agency management in all labor relations issues.

For a military component, a senior GRA consultant provides, on an on-call basis, professional labor relations advice and assistance on the most complex and controversial labor relations issues.

For an independent agency, GRA has provided an on-site labor relations professional for the past five years. Our consultant provides day-to-day labor relations services for this organization.

For another Defense component, as part of GRA’s overall contract to provide policy development services, we are developing and revising the agency’s labor relations and derivative policies, advising management on best practices and delivering a final agency policy in full compliance with DoD regulation and relevant law and statute.
In addition to our consulting services, GRA also provides agency specific and open enrollment training in labor relations. Our training is customized for individual agencies when necessary, makes use of best practice in adult learning theory and is instructor led by seasoned and credentialed instructors.
In early 2009, several GRA consultants developed highly customized training and trained all SES and GS-15 equivalent managers (nearly 500 people) throughout an organization’s headquarters and field offices. Current engagements involve customized training on interest based bargaining, labor relations for supervisors, and negotiations training.
GRA has also provided featured speakers to the Defense Employee and Labor Relations forum for the past several years. We have also provided featured speakers for the Department of Defense, Civilian Personnel Management Service as well as for professional societies of labor relations practitioners.
