David S. Orr
Mr. Orr has over 35 years of experience in designing, managing and administering federal human resources programs in both large and small agencies. He is a recognized leader in his field, having been selected as the first Human Resource Director in two new agencies, responsible for managing the development and implementation of their HR programs.
He has been recognized by his peers with leadership positions in professional associations in both human resources and labor-management relations, and sought out by the media and academia for comment and opinion. Since his retirement in early 2003, he has provided consultant services to the Department of Homeland Security-Transportation Security Administration (Employee Relations), the United States Capitol Police Department (Labor & Employee Relations), Federal Election Commission (Labor & Employee Relations) and the Department of Agriculture, Rural Development-Kansas (Management, Employee-Labor Relations & Training).
He has also provided instructional services to the United States Secret Service, Department of Commerce, Court Services & Offender Supervision Agency and the Office of Personnel Management’s Eastern Management Development Center, where he is a member of the Visiting Faculty specializing in employee relations.
