Robert J. Gilson
Mr. Gilson has expertise in all aspects of Federal labor management and employee relations. After joining the Federal service with the U.S. Civil Service Commission (later U.S. Office of Personnel Management) in 1973, Bob has held managerial and advocacy positions with Navy, Army, Treasury and the National Transportation Safety Board.
He has served as chief negotiator and bargained numerous labor agreements in the U.S. and abroad with Foreign national employees. He has represented his agency before the Federal Labor Relations Authority, Federal Service Impasses Panel, Merit Systems Protection Board, Equal Employment Opportunity Commission and arbitrators. Bob had principal responsibility for adverse actions regarding conduct and performance at all levels including SES.
He has extensive experience in resolving problem employee matters; resolutions have included a wide range of alternate and innovative approaches. He has trained literally thousands of Federal negotiators and managers while working for OPM, Navy, Army, Treasury, NTSB, FPMI and GRA.
