Specialties: Union-Management Relations--training, negotiations and advocacy.
Current Assignment: Providing Basic Labor Relations Training to 400 first and second line supervisors. Delivering two workshops at a national HR conference on how to obtain better results in arbitration cases.
Biggest Challenge/Accomplishment: Helping agencies that wish to be proactive in dealing with their union. My most interesting assignments involve agencies that are tired of reacting to union complaints and initiatives. We work as a team to educate managers, clarify long term management objectives and develop a plan for achieving those objectives.

Donald J. Rider, J.D., has thirty years of experience in federal sector union-management relations. He is an expert labor & employment law Counselor and author of labor and human resources articles and books. He is a frequent speaker at Human Resources conferences. Mr. Rider has served as chief negotiator or deputy chief negotiator for more than eight (8) major term agreements. A seasoned arbitration advocate, Mr. Rider has also represented agencies in mediations, unfair labor practices and before the Federal Service Impasses Panel. Mr. Rider currently serves as a faculty member at the University of Maryland University College and has eighteen-plus years of experience developing and delivering classroom-based and online education (DE) courses and seminars for the adult learner.
Don’s professional accomplishments in the field of employee and labor relations include the following:
- Negotiator/deputy for more than eight major (8) collective bargaining agreements.
- Successfully presented fifty + arbitration cases. Featured speaker at major HR/Labor Relations Conferences ( USOPM, FDR, etc.).
- Featured trainer at universities, conferences, and GRA training seminars.
- Represented agencies in successful mediation and impasse proceedings.
Mr. Rider has a B.S., Cornell University, Industrial & Labor Relations, 1969 and an M.A., University of Maine, Political Science, 1973.
He received his J.D., from American University, Washington College of Law, 1987. Member of the Bar, licensed to practice in Maryland .
